Public Law & Digitalisation
AI Law & Fundamental Rights

Elif Biber
I am a legal scholar specializing in European Public Law and Digitalization at the University of Luxembourg. My research explores the intersections of law, technology, and fundamental rights in the digital age. I recently completed a visiting at the Oxford Institute for Ethics in AI, where I deepened my work on the governance of artificial intelligence. My recent book, A Rights-Based Inter-Legal Approach to Artificial Intelligence, published by Hart Publishing (Oxford), advances a rights-based framework for governing AI across legal orders.
